Budget Merfolk Mill

This is intended for casual players who don't want to spend an excessive amount of money on their decks, but still want to be able to have a good deck to compete against their friends with. Please keep this in mind when rating it. Sideboard here is not really a sideboard as alternatives you may want to work in to your deck, and the quantities can be adjusted to however you like. Sanity Grinding or Traumatize would most likely be the first thing you'd want to add if you have extra money. Jace Beleren would also, as with all mill decks, be a good addition.
