all the blue mana denial decks ive seen are just way way way too slow. you gotta play fast to win. you have to bounce every land from turn 1 to be effective.
this works awfully well. win conditions are black vise or the ankh. or with the scepter and words of wind out i can just deck them to death.
doesnt work against really fast decks, but it certainly is fun.
(I play casually and run strip mines instead of 4 Islands)
